You will want to include all of those who get unemployment compensation. Getting paid not to work seems like welfare. Similarly, every farmer that gets any sort of subsidy for not planting crops. Let us not forget students who recieve pell grants. All those constitute forms of welfare. So, if you want to be more specific, you will have to give it some thought.
