If you do not pay Vehicle Registration fee for a particular year, what happens when you go to pay next year?

My wife actually forgot to register her vehicle for 2 years! The person will have to pay the past-due registration and penalities. The person is also risking being pulled over and cited and fined for driving without registration. Best to get it done.
