Will there be customization (tuning and vinyl/decals) in the new Gran Turismo 5 Coming in November?

I understand, from the many complaints about it not being in Prologue, which has been deemed a demo, but I wanted to know if anyone knows about the full version's customization. I play Forza 3, and I love being able to put 5000 plus decals and making sick designs for my car. And does anyone know about upgrading parts and tuning your car for the new one? This won't be a deterrent for me, I want to play 16 player races and have 950 cars available, I just really hope they can compete with Forza in terms of personalizing your car for online play.
