We had a terrible stay at a hotel recently, who should I address my complaint to?

We recently stayed at a Red Carpet Inn in Syracuse, NY. Upon entering the room we discovered a mouse running across the floor. There were no other rooms available due to a convention in the area. There were cobwebs all over the room. The worst part came when we went to climb into bed. The sheets on one of the beds were soaked. I pulled them off and smelled the mattress. It reeked of urine. I called the front desk and someone said they would bring up new sheets. NEW SHEETS!!! The mattress needed to be burned and all they were going to do was bring up new sheets. Needless to say, the kids slept on the floor that night. All the while I was worried about them being bitten by a mouse. Should I write a letter to the hotel or to someone higher up.
