Serious Lizard sheding issue!?

I have a 4 ft blk and white argintine tegu and hes have some serious double shedding issues. i mist him 4 to 5 times a day and soak him for two hours twice a week but its not helping. I cant afford to talk him to the vet at the moment and when i called they just told me he was fat. My question is.. is there anything i can put in the water im soaking him to help the skin raise off him its gettin greally bad and im pulling my hair out trying to help him any suggestions?
